shiny effect
This is really easy to make. First of all you need a picture. I chose this one:
Now duplicate the layer. Select the duplicate and go to: Filter -> Blur -> Gaussian Blur and set Radius to 2,5. Then set the layer to "Screen". It should be looking like this now:
If you think this is what you want you can stop here, but I usually do this: duplicate the original layer again and again select the duplicate. Go to: Filter -> Blur -> Gaussian Blur but now you have to set the Radius up to 5,0. Then set the layer either on "screen" or "soft light", just what you think looks best. And finally your picture should have this very beautiful shiny effect on it:
